The New Moon in Leo
Leo aligns with the 5th house in the natural chart, this is the area which governs love, children, and creativity. When the moon is in Leo, people are more interested in having fun and less interested in work. They socialize more, date more, and spend more time with friends or at home engaging in some kind of creative hobby. If they have children, they could spend more time with them. However, if they don't have any children they can get back in touch with their own inner child. People can be more dramatic and do things in a big, dramatic manner.
When the New Moon is in Leo this can it can indicate the beginning of a new romance, you could start a new hobby or revisit an old one that brings you creative satisfaction; or you could get in touch with your own inner-child.

Example
Let us suppose that you have Scorpio Rising, then the New Moon in Leo would occur in your 10th house which governs the public, fame, honors, reputation, awards, boundaries, discipline, and authority. With the new moon in your 10th house, your career is highlighted and there is the possibility of advancement, a change in life direction, or important business with your boss, mentor, or parents. A Raise or promotion is possible.
Aspects
We would also look at the aspect between the New Moon in 16° Leo and other planets in your chart. For example, in my own chart the New Moon at 16° Leo is applying a trine to my natal Chiron at 12° Aries. Under this aspect your emotional wounds and efforts to heal them attract the attention and interest of those who appreciate you and can learn from your spiritual journey.
